Liam takes the TOEFL exam and scores 97.

Liam was formerly a licensed civil engineer in the state of California; however Liam moved to Illinois after formerly living in California for the past 15 years. At the time, for Liam to be able to continue his profession in state of Illinois, Liam would have had to take Illinois’ licensing exam which had a pre-requirement of 26 in speaking.
